Synopsis
In order to be an apostle, you had to be someone who was with Jesus in the beginning, a witness of His baptism, death, burial and resurrection and ascension into heaven. Those were the men Jesus called apostles and gave the authority to represent Him here on earth initially, with the proclamation of the gospel, and then to select some of them to be writers of the New Testament. Those who wrote, wrote down what the Spirit of God living in them revealed as only what He wanted them to say.
Then we have the apostle Paul, the last of the apostles, almost too late for that, having not witnessed the death, burial, resurrection, and ascension of Jesus, but was appointed by God to be an apostle to the Gentiles. But He did have direct revelation from God and His message was affirmed by the apostles as of equal authority as their writings. Paul even testified that what was revealed to him, the message, was revealed directly to him by God (Galatians 1:12).
